North Korea has said it had found the remnants of a South Korean military drone and that any further "violation" of its territory would result in a "declaration of war." Tensions between the two sides of the peninsula have escalated since May when the North began flying balloons carrying garbage across the border to the South, prompting Seoul to respond by restarting loudspeaker propaganda broadcasts. This week, [North Korea accused South Korea of flying drones over Pyongyang](https://www.newsweek.com/north-korea-ready-attack-south-after-alleged-drones-over-pyongyang-1968414) on three occasions this month and threatened to respond with force if it happened again.

*American officials are trying to determine the source of the leak, which describes military drills and weapons placement, and how damaging it might be.* The leak of a pair of highly classified U.S. intelligence documents describing recent satellite images of Israeli military preparations for a potential strike on Iran offers a window into the intense American concerns about Israel’s plans. It also has U.S. officials working to understand the size of the improper disclosure. The two documents were prepared in recent days by the National Geospatial-Intelligence Agency, which is responsible for analyzing images and information collected by American spy satellites. They began circulating on Friday on the Telegram app and were being discussed by largely pro-Iran accounts. The documents, which offer interpretations of satellite imagery, provide insight into a potential strike by Israel on Iran in the coming days. Such a strike has been anticipated in retaliation for an Iranian assault earlier this month, which was itself a response to an Israeli attack. A year ago, Saudi Arabia was preparing to recognize Israel in a normalization deal that would have fundamentally reshaped the Middle East and further isolated Iran and its allies while barely lifting a finger to advance Palestinian statehood. Now, that deal is further away than ever, even after the killing of the Hamas leader, Yahya Sinwar, which has been widely seized upon as a potential opening for a peace deal. Instead, Saudi Arabia is warming relations with its traditional archenemy, Iran, while insisting that any diplomatic pact now hinges on Israel’s acceptance of a Palestinian state, a remarkable turnaround for the kingdom. A diplomatic détente is underway in the Mideast, but not the one envisioned by the Israeli prime minister, Benjamin Netanyahu, who continues to say that his administration can clinch a deal with Riyadh. This month, the foreign ministers of the Persian Gulf states met for the first time as a group with their Iranian counterpart. It is a shaky, early-stage rapprochement that will only chip away at centuries of sectarian antagonisms, but it represents a sharp shift in a region where the rivalry between Riyadh and Tehran has drenched the region in bloodshed for decades. Tehran’s outreach continued after that, with the Iranian foreign minister, Abbas Araghchi, visiting Saudi Arabia before heading to other countries in the region, including Iraq and Oman, in an effort to ease tensions. Oxfam condemns in the strongest terms the killing in Gaza today of four water engineers and workers from the Khuzaa municipality who were working with our strategic partner the Coastal Municipalities Water Utility (CMWU). The four men were killed on their way to conduct repairs to water infrastructure in Khuzaa, east of Khan Younis. Despite prior coordination with Israeli authorities their clearly-marked vehicle was bombed. Oxfam stands in solidarity with the CMWU, their partners and the families of the victims.  Their deaths deepen the catastrophic humanitarian crisis in Gaza where access to clean water is already severely compromised. Dozens of engineers, civil servants and humanitarian workers have been killed in Israeli airstrikes throughout this war. They were all working on essential services to keep Gaza's fragile infrastructure running. Despite their movements being coordinated with the Israeli authorities by the CMWU and the Palestinian Water Authority, to ensure their safety, they were still targeted.

**_Andrei Kelin says by providing weapons Britain is ‘killing Russian soldiers and civilians’_** Moscow’s ambassador to London has said the UK is waging a proxy war against Russia, while predicting the “end of Ukraine” as Russian invading forces make deeper advances into the country. … The comments came as Ukraine’s president, Volodymyr Zelenskyy, renewed his appeal to western countries for air-defence systems, after Russian missile strikes on the central city of Kryvyi Rih late on Saturday wounded 17 people, according to Ukrainian officials. Israel’s foreign minister has announced he is taking “legal and diplomatic measures” against the decision by the French president, Emmanuel Macron, to ban Israeli companies from showing their wares at an arms fair in Paris next month. Israel Katz described the “boycott” as an anti-democratic measure that was “not acceptable, especially between friendly nations”. Katz did not elaborate on the measures he had in mind and the French government did not immediately respond to a request for comment. Organisers of the Euronaval Salon, a naval defence fair due to take place between 4 and 7 November, told Reuters that after a decision by the French government no Israeli stands or exhibits would be allowed, although delegates could attend. CNN and MSNBC’s first 100 days of reporting on Israel’s war on Gaza showed a consistent double standard in its coverage, with Palestinians receiving far less sympathetic and humanizing coverage than either Israelis during the same period or Ukrainians during the first 100 days after Russia’s invasion, a Nation analysis of major media coverage has found. Counter-terrorism police are investigating whether Russian spies planted an incendiary device on a plane to Britain that later caught fire at a DHL warehouse in Birmingham, the Guardian can reveal. Nobody was reported injured in the fire on 22 July at a warehouse in the suburb of Minworth that handles parcels for delivery, and the blaze was dealt with by the local fire brigade and by staff. The parcel is believed to have arrived at the DHL warehouse by air, though it is not known if it was a cargo or passenger aircraft, nor where it was destined for. There could have been serious consequences if it had ignited during the flight. A similar incident occurred in Germany, also in late July, when a suspect package bound for a flight caught fire at another DHL facility in Leipzig, and investigators are looking at links between the two. German authorities warned this week that had the parcel caught fire mid-air it could have downed the plane.

At least six medical aid missions currently operating inside the Gaza Strip received orders this week from the Israeli government that they would no longer be allowed access to their patients in the enclave. Israel’s coordinator of government activities in the territories (Cogat) appeared to give no reason for the decision to ban the missions from Gaza. Cogat’s decision comes on the heels of a New York Times guest essay published on 9 October, entitled, “65 Doctors, Nurses and Paramedics: What We Saw in Gaza.”

Packing 85mph (140km/h) winds, Oscar is forecast to reach Cuba on Sunday afternoon local time, and could cause flash-flooding and mudslides in eastern areas, according to the US National Hurricane Center.

***Kazakhstan’s decision represents a blow to Kremlin chief Vladimir Putin.*** Russian agriculture safety watchdog this week temporarily banned imports of tomatoes, peppers, fresh melons, wheat, flax seeds and lentils from Kazakhstan. “The decision was made due to the failure of competent authorities in Kazakhstan to take action and in order to ensure the phytosanitary safety of the territory of Russia,” the Rosselkhoznadzor authority said on its website. The restrictive measure comes shortly after Kazakhstan, Central Asia’s largest economy, refused to join BRICS, the bloc of emerging economies of which Russia currently holds the presidency.
