Some risks of certain vaccines have been overvalued by the population and spread. Then there is the inorganic spread which has value on an intranational level. "If my rival is largely antivax I'm at an advantage" etc

I thought it was that one of the last scenes in S1 had way too much Lost vibe, but you're right. Too many things felt forced. Great first season though, still recommend.
