A Quirky Swedish News Story

I am writing a book that features quirky news stories from around the world. I’ve come across a supposed story that happened in Sweden; however, I can only find one reference to the event online:

“A Swedish graffiti clean-up company admitted in 1998 that it painted graffiti on buildings in Orebro after the number of contracts it received diminished drastically because local police had been so successful in apprehending taggers. “The police were too effective in the battle against graffiti,” explained the clean-up company owner. “We were without work and started to paint graffiti ourselves. Otherwise we risked going bankrupt”.

I’ve tried accessing the Swedish digitised newspaper archive (https://www.ub.gu.se/en/news/swedish-digitised-newspapers-freely-available-for-all) to verify the story and find a source. However, access is restricted to Swedish residents (and I can’t read Swedish). I was wondering if anybody had any information about this story? Any information would be greatly appreciated.
